The general objective of the project is to provide all EU member states National Operational Centers NOC’s) with an increased level of response capability to protect the public and public spaces against terrorist attacks and CBRN-E threats by:
Implementing a Pan European communication capability that connects member states National Operational Centers (NOC’s), enabling them to exchange indispensable needed operational data related to a terrorist (and CBRN-E) attack to steer their preparedness and Command and Control Decision making process to protect the Public and Public places. This communication capability will be based on new solutions that can be hosted by the EU agency EU-LISA, under its renewed mandate.
Handling data flows
Enabling access to innovation and sharing best practices for operation centers to handle data flows for Command and Control Decision making in operational centers for public protection, specifically regarding 5G, autonomous drones, surveillance video and data management technologies, and where relevant integrated with the aforementioned international communication capability. This knowledge will also be shared using the PISP of the I-LEAD project.
Education and Training
Incorporating the aforementioned priorities, providing education and training based upon three real case scenarios; man hunt, Public Protection management and CBRN-e threats with the objective to exchange best practices and to improve the capabilities of National Operational Centers in public protection. The training curricula and materials will be offered to EU agency CEPOL, responsible for LEA training, for further exploitation by the Agency.
At medium term, we expect all EU operational centres to take part in this effort either by following the training program and/or by testing new solutions provided by EU-LISA in order to improve their operational capacity for the protection of public spaces. The ENLETS network will be positioned to play a major role in providing technology advice via the organisation of targeted Workshops via the ENLETS National Contact Points (NCPs) and ENLETS Working Groups.
At the long term, we plan to take advantage of the EU-LISA new mandate in order to support and implement the project outcomes based on bilateral agreements between EU-LISA and Member States.
